財団概要

当財団は2023年6月15日、公益財団法人日露医学医療交流財団から公益財団法人日本医学医療国際交流財団に名称を変更いたしました。今後とも何卒よろしくお願いいたします。

前身の日露医学医療交流財団は1992年4月に元外務大臣中山太郎氏が中心となって設立され、1991年の旧ソビエト連邦崩壊後の医療面をはじめとする危機的状況への支援を開始した後、30年に亘りロシアとの医学医療交流を行ってまいりました。しかしながら、2022年2月のロシアによるウクライナ侵攻を受け全ての事業活動を中断しました。

当財団はウクライナ情勢の長期化が見込まれる中、ロシアとの事業活動再開は当面難しいと判断し、今後はロシアとの事業再開の可能性は残しながら事業対象国をロシア以外の国に広げて行く事といたします。

今後具体的に対象国の検討を進めてまいりますが、日本の医療技術の大きな貢献が期待出来、かつ継続的な相互協力のもと事業活動を展開出来る国々を対象として検討していく予定です。

当財団は従来から以下の2つの取り組みを行っており、今後も引き続きこの2つを大きな柱として事業活動を行っていく予定です。

１つ目は多彩な分野での人材交流を目的とした学術シンポジウムの開催であります。

今後はロシア以外の国を対象とし、相手国と相互協力を行いながら医療技術の向上を目的とした学術シンポジウムの開催を推進してまいります。

2つ目は人材教育であります。

過去30年間、ロシアとの医学医療交流の中で積み上げて来た各分野での人材教育のノウハウを基盤に各分野の皆様方のご協力を得て、対象国と相互訪問を行いながら医療技術の向上を目指して人材教育を行ってまいります。　

当財団の事業は、各位の絶大なご支援・ご協力により支えられており、広く各界からのご支援なくしては所期の目的を達成することはできません。
今後とも医学医療の相互交流により友好親善の「架け橋」を築くため一層努力していく所存でありますので、何卒格段のお力添えを賜りますようお願い申し上げ、ご挨拶とさせていただきます。

On June 15 2023, the Foundation changed its name from the Japan-Russia Medical Exchange
Foundation to the Japan International Medical Exchange Foundation Thank you for your continued support.

The foundation, established in April 1992 under the leadership of former Foreign Minister
Taro Nakayama, has been actively fostering medical collaborations with Russia for the past 30
years. However, all business activities were suspended following the Russian invasion of Ukraine in February 2022.

The Foundation has decided that resuming business activities with Russia in the foreseeable
future is unlikely due to the prolonged situation in Ukraine. As a result, it plans to broaden
the scope of its operations to other stable countries while keeping the option open for potential resumption of activities with Russia.

In the future, we will be carefully considering specific target countries. Our aim is to
focus on nations where Japanese medical technology can make substantial contributions

and where we can cultivate ongoing cooperative relationships to develop our business
activities mutually. The Foundation has been engaged in the following two initiatives and will continue to focus on these two pillars in its activities.

Our initial step involves organizing academic symposiums aimed at facilitating the exchange
of expertise across various fields. Moving forward, we will actively promote the organization of
academic symposiums focusing on stable countries beyond Russia. Our goal is to enhance medical
technology through collaborative efforts with partner nations.

The response to the Chernobyl nuclear accident in the 1980s serves as a poignant example of
this phenomenon. The enduring aftermath of severe radioactive pollution continues to cast its
shadow long into the future. However, doctors in Japan will continue to promote international medicine.

The second step is human resources training.

Drawing upon the wealth of experience gained from 30 years of medical exchanges with Russia,
encompassing human resource education across diverse fields, we are committed to advancing
medical technology. Through collaborative efforts with experts in each field, we will conduct
targeted human resource education initiatives. Our aim is to enhance medical technology while engaging with solid nations and Japan alike.

The Foundation’s endeavors are made possible by the generous support and collaboration of
each and every one of you. We recognize that without the backing of individuals from various
backgrounds and walks of life, achieving our objectives would be impossible.

We are committed to furthering our efforts in fostering a bridge of friendship and goodwill through ongoing medical exchanges.
