1992~2000

1992
April — Establishment of the Foundation

The Foundation received official authorization as a public-interest incorporated organization from the Ministry of Foreign Affairs, the Ministry of Health and Welfare, and the Ministry of Education, Science and Culture of Japan. This marked the formal beginning of its international medical exchange activities.

November — Survey Mission to the Russian Far East

A delegation was dispatched to Khabarovsk and Vladivostok to assess local medical conditions and potential areas for bilateral cooperation.

December — Dental Medicine Survey in Khabarovsk

1993
June — 1st Japan–Russia International Symposium on Medical and Healthcare Exchange (Niigata) The Foundation hosted the inaugural symposium aimed at establishing a sustainable framework for medical collaboration between Japan and Russia.
September — Honorary Title Awarded

Chairman Tarō Nakayama was conferred the title of "Honorary Professor" by

the Siberian Medical University in recognition of his contribution to medical

exchange.

1994
April — Medical Survey Mission to Vladivostok   An investigative team was dispatched to further assess regional health needs and opportunities for collaboration.

 

September — 2nd Japan–Russia International Symposium (Vladivostok) The Foundation organized the second symposium, expanding academic and clinical exchange in the Russian Far East.
1995
June — 3rd Japan–Russia International Symposium (Osaka) Held in Osaka, this symposium strengthened joint research and medical training initiatives.
July — Endoscopic Medicine Survey in Siberia and the Far East A medical mission visited Vladivostok, Krasnoyarsk, and Khabarovsk to evaluate the status of endoscopic diagnosis and treatment. Findings contributed directly to the establishment of subsequent training centers.

September — 4th Japan–Russia International Symposium (Irkutsk) The fourth symposium broadened participation from both countries and reinforced long-term cooperation frameworks.
October — Establishment of the Vladivostok Endoscopy Training Center The Foundation established its first overseas endoscopy training center in Vladivostok, providing structured training for local physicians.

 

November — Establishment of the Krasnoyarsk Endoscopy Training Center A second training center was launched in Krasnoyarsk, further expanding the Foundation’s role in capacity-building across the Russian Federation.

 

1997

September — 5th Japan–Russia International Symposium on Medical and

Healthcare Exchange (Sapporo)

The Foundation organized the fifth symposium in Sapporo, expanding bilateral cooperation in clinical medicine, public health, and medical education.

February — 8th Japan–Russia Endoscopy Symposium (Moscow) The symposium was held at the Scientists’ House in Moscow and contributed to the continued advancement of bilateral cooperation in endoscopic medicine.

The symposium was held at the Russian Cancer Research Center in Moscow and contributed to continued academic collaboration in gastroenterology and endoscopic medicine.

- Approximately 250 physicians

The event focused on sharing the latest techniques in diagnostic and

therapeutic endoscopy.

Held at the N. V. Sklifosovsky Research Institute of Emergency Medicine, this symposium expanded cooperation in multiple medical disciplines.

The symposium highlighted cutting-edge endoscopic technologies and strengthened regional cooperation.

The visit included institutional meetings and facility tours to promote bilateral collaboration.

A formal Memorandum of Cooperation (MoU) was signed to reinforce collaboration in medical innovation.

Dr.Sakai,Board Member of JRMEF visited Russia based on the cooperation proposal by Russian Goverment. During his stay in Russia, he participated the symposium in Moscow on 28th February, and later, also attended the meetings.

No activities conducted.

International travel restrictions, institutional constraints, and medical safety priorities resulted in complete suspension of all programs.
2022  

Full Suspension Due to the Russian Inversion to Ukraine.

Following the events of February 2022, all collaboration with Russian medical institutions was terminated.

All planned symposia, training programs, and exchanges were cancelled.

Bilateral medical exchange with the Russian Federation formally entered long-term suspension.

Organizational Renewal and Strategic Expansion Name Change:  From “Japan–Russia Medical Exchange Foundation” To Japan International Medical Exchange Foundation”

Purpose:

To expand international collaboration beyond Russia and develop broader medical‑exchange frameworks in Asia and globally.

Venues:  National Cancer Center Conference Hall (Ulaanbaatar)  - National Palace Conference Hall

This three‑day symposium marked the first major post‑pandemic international medical exchange by the Foundation.
